Sammy Sharkbait is a pirate who was marooned on the shores of Los Santos on June 24th, 2024.
Since washing ashore, Sammy has focused on plundering the city's ATM's, vehicles and houses. His preferred style of plundering is breaking open ATM's with a crowbar. His plundering has made him well known amongst the city's local police forces, who Sammy refers to as "Port Authority", resulting in an extensive criminal history.
Being a pirate puts him at odds with any of the city's laws. He has refused to obtain any licenses or pay his fines, which are usually around $100,000. This has put him on the radar of the FIB for debt collection, as well as investigating him for money laundering. Sammy simply wishes to plunder in peace and has setup a sanctuary on Pirate Island to escape to when things get too hot on the mainland.

Sammy and his co-captain, Rolan B Keelhaul, washed ashore after staging a mutiny against their former captain, killing him in the process. The pair had set fire to and sunk the ship, the Jolly Minnow, and its crew in a fit of anger.
