Background Information[]
Matthew Bush is a young man who is currently living in the city of Los Santos. Having lived in the city as a child, Matthew aspired to join the military. He left the city and returned a few years back living a quiet unassuming life. Eventually after seeing the city fall into ruins and disaster, Matthew decided enough was enough.
At some point before December 2023, Matthew Bush returned to the city of Los Santos, the city he had lived in as a child, and decided that he would like to become a police officer. He specifically hoped to join the Los Santos Sheriff's Department as he liked the idea of working outside of the city somewhere he could be near the sand.

Summary of Events in Los Santos[]
At the start of January 2024, Matthew Bush was accepted into the cadet program as a recruit. After a few days of intensive learning from various members of the PDs such as Harold StockHerd Well, Riley Reads and Lily Bloom, Matthew completed his academy training and was promoted to the rank of non-solo cadet. Matthew continued to progress and learn how to be an officer and after many interesting lessons with a variety of FTOs, he was promoted to solo cadet as well as accepted into the Los Santos Sheriff's Department.
As a newly promoted solo cadet for the LSSD and now under the new call sign #1-F-05, he was now able to go on duty without the need for an FTO. During his solo cadet phases, he established himself in Sandy Shores by connecting with the locals. He would make regular trips to visit the businesses in the area and check on people hunting nearby. On the occasions things were quiet, Matthew would travel down into the city and patrol there. During this time he discovered a love for traffic stops, favouring stationing himself on Las Lagunas Boulevard and catching people who would speed by or fly through the traffic lights. After around a month of being a solo cadet, Matthew spoke to Sergeant Jon O'Connor about his next steps, with him saying he was going to organise his final evaluation to move from solo cadet to deputy. After these final evaluations, Matthew was promoted to Deputy in mid-March and changed callsigns to #1-I-05.
Matthew discovered a love for more long-term investigations, specifically relating to business and finance. He began to investigate the East Side Ballas after an incident involving Edgar Valentin piqued his curiosity. He also had a brief run-in with Jim Boom after catching him speeding around Sandy Shores with a taxi full of suspicious packages. During these investigations, he expressed his interest to Kate McNamara about joining the Criminal Investigations Division. Matthew also, after seeing lots of cadets joining the PD, decided to join the FTO programme himself so he could help train cadets, becoming a probationary FTO . He also reached out to Lily Bloom with hopes of joining the Specialized Pursuit Enforcement & Education Division.
At the start of April, during a meeting, Matthew was promoted to Senior Deputy in the LSSD. A few days later, Matthew was invited to join the Criminal Investigations Division as a Detective, transitioning his callsign from #1-I-05 to #W-11. In mid-May, Matthew held the first Blaine County Triathlon, where 5 teams ran, cycled and swam from Paleto Bay Sheriff's Office to LSSD. A few days after this event, Matthew received an email inviting him to be a probationary officer in SPEED. Towards the end of May whilst riding with Jessie "Nova" Gallagah, he told her about still being a probationary FTO and she instantly promoted him to full FTO. Almost a month later, and after the death of fellow officer Maya Mahmoud, Matthew spoke to Leon Jericho, Eveline Meijer and later Joe Ferraro, he was promoted to FTI. Towards the end of May 2024, Matthew spoke to Ron Paxton, who had just been promoted to Captain and was planning to create his own sub-department in Paleto, about working under him. Ron happily agreed and the following day Matthew was promoted to Corporal.
Matthew began his Corporal stage by riding with Kip Dwyer and being promoted to full member of SPEED. Once construction was completed up in Paleto at the Paleto Bay Sheriff's Office, he began to work fully out of there. He began pushing and promoting the sub-department to everyone he felt would work well up there, convincing Luke Bear to join him. After a meeting with the sheriff, Trevor Woods, was held at the Paleto Bay Sheriff's Office, the Paleto Bay Sheriff's Department was made official. At the end of July, there was a big PD meeting where it was decided to change how callsigns were structured. As such, Matthew's callsign transitioned from #W-11 to #5-W-11. Matthew also began to put extra time into CID by creating a guide on how to make subpoenas, as well as starting a new financial investigation. He also spent extra time with SPEED by holding a meeting with all the shift 1 members as well as starting a weekly training session for members of the certification in VR. In August 2024, Matthew applied for the position of Sergeant for the PBSD, with him being promoted to this rank in mid-August.
Starting his Sergeant rank with a bang, Matthew was promoted to Detective Supervisor in the CID. He also brought in a friend (Autumn Stark)into the PBSD and tried to find more members for the sub-department. His guide for making subpoenas was published to the wider PD and he also, along with Léo Moira Keller, taught a class to the PD and the Federal Investigation Bureau. Shift 1 SPEED also saw some activity as Matthew took matters into his own hands and successfully ran weekly training sessions in VR. After a training session which included Lily Bloom, she recommended Matthew to be promoted to SPEED Supervisor. Division Lead Adrian Booker promoted him to Probationary Supervisor and then only a week later promoted him to Full Supervisor of shift 1 SPEED. Following a successful period as a Supervisor within SPEED, Matthew was promoted to Lead for Shift 1. He also joined the Motor Division becoming fully motor certified and an instructor in the newly created Aviation Academy. Given the expanded scope of his responsibilities within both SPEED and the PBSD, Matthew decided to step down from his supervisory role within the CID to dedicate his full attention to these.
On the 31st of March, 2025, Matthew drove to the Grapeseed Sheriff's Department and met up with Harold StockHerd Well. Matthew gave Harold his letter of resignation, requesting that he keep his MDW and the PD-issued watch. The pair spoke briefly about how well Matthew had done with the Paleto Bay Sheriff's Department but ultimately the conversation ended with Matthew leaving the PD.
