Ian has gray, wavy hair with black roots. It's worn parted over to one side, over one eye. He also wears dark eye makeup.

Little is known about Ian Pitcher. On multiple occasions, he has shown a desire to punish bad people and clean up the city. He usually arranges for there to be witnesses to him murdering people he views as bad.

Kill Location:Walker & Sons Warehouse, Port of Los Santos Witnesses:Vigo Hardman, William Burnout Summary: Ian Pitcher called Vigo Hardman, looking for help with filming a video. He told Vigo that he had also found a supporting actor, but said that the actor wasn't very good. Vigo and William Burnout went to meet Ian Pitcher on Dutch London Street, where Ian was waiting alone for them. Ian then led Vigo and William down to the Walker & Sons Warehouse, telling them that the supporting actor he found had had quite a bit to drink. Inside, Todd Lancaster lay sprawled on the ground, with a case of beer and a car battery sitting nearby. As they began filming, Ian and Vigo would discuss adjustments to make, such as Ian's approach in talking to Todd, or Todd's reactions. Todd was prompted to react more, cry out more, and Ian to be more convincing. Ian proceeded to hook Todd up to the car battery, and cut off Todd's ears and tongue, all the while maintaining that it was all acting for the film. Finally, Ian pulled out a rifle and shot Todd Lancaster in the head twice. Vigo, still filming, urged him to keep going[1]. Ian shot him three more times. Vigo wanted to do another take, saying to reset the scene, but Todd Lancaster was already dead. Ian, still keeping up the ruse that the supporting actor had had too much to drink before they started filming, suggested they leave and walked out. Vigo and William followed soon after, and cops pulled up just as they exited. Ian was already nowhere to be seen.

Kill Location:Clucking Bell Farms, Paleto Bay Witnesses:Anna Peta Summary: Ian had noticed Anna Peta hanging out with cops a lot, and spending time at the PD buildings. Thinking she could give him some information that he wanted, Ian poisoned a dog in Sandy Shores. He called Anna and told him he needed her help with a sick dog. She told him to meet her at the Sandy Shores Medical Center. She showed up alone, and Ian told her that the sick dog was behind some houses across the street. Anna told him that she was going to make a call first, but while she was on the call, Ian put a mask on and pulled a gun on her. He chased her through the vet clinic, out the back, and through the nearby trailer park, screaming all the way for her to stop running. He yelled for her to stop running away, telling her that she was making things more difficult.
Ian forced her to sign off duty, and then took her to a car he had nearby. As they were driving, he asked her a series of questions. He confirmed that she uses a tablet, and asked if she could look up police reports. He wanted her to look up a report on a murder case involving Ian. Anna told him she could only view vet reports. Ian was angry that he wasn't able to get the information he wanted from Anna, and told her he didn't want to kill her, but that he felt like she was lying to him.
Ian took Anna to the Clucking Bell Farms in Paleto Bay. Anna seemed to think Ian was going to kill her, and began pleading with him. Ian told her to get inside. Inside, Ian already had the victim he had kidnapped, Abigail Edwards, restrained on the floor. Ian told her that Abigail was a bad person who'd done some very bad things. He asked Anna if she'd ever taken a bullet out of a dog before. She told him no. He asked if she knew how to help people who are dying. She told him no again, as she's not a qualified doctor; she only helps animals. Ian then shot Abigail multiple times in front of Anna, and told her that perhaps she could figure out how help her. Then Ian left.
