Not much is known about Fish's previous owners.
Character Arc[]
After Fish was found in the city, he was quickly adopted by the Los Santos Emergency Medical Services and taken along on ride-alongs. He also is quite close with the Los Santos Police Department. It came to the point where there was a citywide court case where countless individuals across the Los Santos came to adopt Fish. In the end, he picked the man he seems to hate the most by attacking him during the court case, Louis Baton.
